Official action on nutrition and obesity in 2008

Appeal to the sense of responsibility of professionals in the food.

The Ministry of Health will hold a consultation meeting on the advertising of foods and beverages during the broadcast television programs for children the first week of March 2008. Several representatives will be invited: the National Association of Food Industries (ANIA), the Federation of Commercial and distribution (FCD), consumer associations, the union of advertisers (UDA), the Office of Audit advertising (BVP), the union associations communications consultancy (AACC), National Institute of Prevention and Health Education (INPES), experts in the field (pediatrics, marketing, academic psychology of the child, an expert from another country of the European Union) and other concerned departments (Directorate General for Competition, Consumption and Fraud - DGCCRF - Ministry of Economy, Finance and Employment, Directorate General of Food - DGAL - Ministry of Agriculture and Fisheries).
At this meeting should be prepared a framework for inter, businesses and advertisers will include voluntary commitments and the elimination of advertising for certain foods during television programs aimed at children should be effective in April 2008.
The framework of the commitments of self may also involve:

   * Media to consider and, if applicable, hours of broadcasting;
   * How to use these materials (eg avoid "product placement" in programs for youth);
   * Age limit to be taken into account;
   * Food and beverages taken into account.

An evaluation will be conducted in May 2008.
If that approach fails, the legislative outlook could be considered jointly with the Ministry of Culture and Communication.

Incentives for the withdrawal of confectionery and sweets at checkouts

The ability of young children and their great memorization advertisements for sugary foods especially sweets cause them to seek their parents insist they are presented when these products, especially while waiting in checkout. New nutrition recommendations implemented by regulatory developments on school meals

The inter-ministerial circular of June 25, 2001 on the composition of meals served in school lunches and food safety recommendations nutrition. The French Agency for Food Safety (AFSSA) conducted a study in 2005-2006, at the request of the ministries of health and agriculture, on the application of this circular. The results of the study, published in July 2007, showed a poor knowledge of the circular by professional school meals and low enforcement. A regulatory change is proposed for the next school year, in conjunction with other Ministers concerned and in consultation with local authorities. This regulatory change based on dietary recommendations issued by the GPEMDA (Permanent Group Market Research on food), became in 2007 the GEMRCN (Groupe d'Etude des Marchés catering and Nutrition). This involves improving the quality of meals at no extra cost. This group, composed of experts and representatives of agencies and ministries (economy, finance and employment, agriculture and fisheries, health, youth and sports) makes recommendations and technical guides to the attention of buyers for their public specifications and contracts with suppliers.
These recommendations relate to increasing intakes of fiber and vitamins, intakes of iron, calcium intake and lower fat intake, the quality of the composition of lunch with a main dish of meat, fish or Egg added dairy products.
The recommendations state that a balanced diet is built on the long term, not a single meal, hence the request to develop plans menus in 20 consecutive meals and not a single day.

LaNutrition.fr said that many recommendations on school meals (instead of dairy products, reduced fat ... not based on science, but are dictated by economic considerations.

Installation of the Observatory of Food Quality
The establishment of OQALI follows the results of the feasibility study and foreshadowing conducted by the National Institute of Agronomic Research (INRA) and the French Agency for Food Safety (AFSSA) in the Application of the three ministries (agriculture and fisheries, health, youth and sports, economy, finance and filled).
The observatory will aim to monitor the quality of the food supply, nutritional (nutrient composition, portion size ...) and socio-economic (price, market segments ...).
He will perform such monitoring obligations nutritional economic actors in accordance with what is expected in the PNNS2.
It will be a structure without legal personality for a period of two years, under the joint responsibility of INRA AFSSA and that implementing it in conjunction with professional food sectors. It may evolve into a public interest group.
A framework agreement is being signed between the Ministries concerned (DG Food - DGAL - Directorate General for Health - DGS - and Directorate General for Competition, Consumption and Fraud -- DGCCRF), and INRA AFSSA.
DGAL and DGS each pay 450 000 euros in 2008
